Shorthand: hasAttr(domElementOrCSSSelector, stringAttributeName)

Description: Returns true if the specified attribute is already set on the referenced element.

Returns: Boolean: true if attribute is set, false otherwise.

Example:

var isSet = $A.hasAttribute(domElement, "aria-label");

// Or

var isSet = $A.hasAttribute("#targetElementId", "aria-label");
